Six Model Block is the next step towards the journey
SPADE [Calcutta Society for Professional Action in Development] has been selected in 2016 as Partner for implementation of Model Partnership Blocks in six Blocks, viz., Nabagram, Hariharpara, Domkal of Murshidabad and Santipur, Ranaghat I in Nadia and Hili in Dakshin Dinajpur, districts under West Bengal State Rural Livelihood Mission (WBSRLM – Anandadhara) to achieve the objectives of National Rural Livelihoods Mission.

Formation of new savings linked SHGs
The total number of new SHGs formed (savings linked) during the year 2017-2018 were 475 – comprising 4793 Households (SC – 441, Minority – 3510 and OBC/others – 842). In addition 63 numbers of SHGs have submitted papers at various bank branches for opening savings account.
Formation of new Upa Sanghas as per Anandadhara norms
The Upa Sanghas (USs) are the federated bodies of Women SHGs at Gram Samsad level which are acting as Facilitating Organizations between Sangha Samabayas and SHGs. As on March 2018, 149 Upa Sanghas have been reformed as per WBSRLM norms at all the 10 Panchayats.
Election and AGM of Sangha Samabays
In the last year 9-Sangha Samabays have completed election and first Annual General Meeting with help of SPADE, BMMU Hariharpara and DMMU Murshidabad.
Credit Linkage and Revolving Fund
BMMU Hariharpara has achieved amazing progress in credit linkage wherein 1616- SHGs have been sanctioned bank loan (fresh and repeat) amounting to Rs. 3420.35 Lakh. In addition, 77- SHGs were provided Revolving Fund amounting Rs. 11.55 Lakh.
Disbursement of Community Investment Fund (CIF)
Apart from bank credit, there is also a provision for providing loan to the SHGs from CIF. The WBSRLM provides this fund to the Sangha Samabayas, which in turn, lend the same to the SHGs on an interest of 12% per annum. As on March 2018, a total amount of Rs. 90 Lakh has been provided to the Sanghas as CIF. Of which 716 SHGs have been provided CIF support on submission of MIP amounting Rs. 178.30 Lakh with recovery rate 83.41%.

Domkal, Murshidabad

SPADE successfully completed the second year of Model Block Partnership Project at Domkal, Murshidabad on 31st March 2018.
The project started through signing a MOU between DMMU, Anandadhara District Office in Murshidabad and SPADE on 22nd June, 2016.
During this period, some of our major achievements could be summarized as under:
SM and IB
- Around 55% of poor households are in project supported SHGs.
- 92.77% Upa Sanghas have formed.
- Sangha Samabays have formed at all 13-Panchyats (including earlier 4-GPs which are now under Jurisdiction of Domkal Municipality.
- 6-Nos. of Sangha Samabays completed their BOD election and first AGMCredit Linkage.
Credit Linkage
- Strengthening CBRM Committees at Banks & organizing the special BLBC meetings foster the bank linkage process & monitoring.
- Organizing the quarterly credit camps & observation of SHG Day.
- Average credit size per SHG is increasing over the years.
Sangha Samabays
- All the 13-Samabayas are functioning as Bahumukhi Samabayas Samities.
- 1772 SHGs are enrolled in Samabayas.
- The recovery of CIF loan is 95.17%.
- 6-Nos. of Sangha Samabays completed their BOD election and first AGM.
- Convergence with other departments specially, Livestock Dept., School Department, CADC and others.

Rating of SHGs using “Panchsutra”/ Grading during this period is 565 SHGs .
Book Keeping & Audit of SHGs
During the period ended SPADE team facilitated Sanghas to identify 1105 nos. of Book-keepers at SHG level and to update of their book of accounts of 1105 SHGs.
Basic Orientation Programme of SHGs
The major thrust of the capacity building programme has been given on sensitizing the SHG members on group dynamics, Sangha & Upa Sangha and Anandadhara. Accordingly, 3-days BOP programme has been imparted preferably the new 960 SHGs formed this period through 320 events.
Institution Building and Management
During the period ended, SPADE facilitated the BMMU and Sanghas to form and savings linkage of new 723 SHGs.

Credit Linkage
During 2017-18, total 562 numbers of SHGs (new 329 and enhancement 233) have been credit linked with Rs. 1083.50 lakh and total 1115 SHGs have received CIF loan with Rs. 262.8 Lakh, total 28 SHGs have received VRF loan with Rs. 1.85 Lakh.
Livelihood Training
5875 members trained and 9825 Animals covered in Vaccination support.
Skill Training (Non Farm)
One Batik and One beautician training organized for the interested members.

Institution Building
Formation of new SHGs: The total number of New SHGs formed (savings linked) during the year 2016-2017 is 250-comprising 3000 Households .
Formation of new Upa Sanghas as per Anandadhara norms
As on March 2018, 55 Upa Sanghas have been reformed as per WBSRLM norms covering 1150 SHGs at all the 5 Panchayats . The Panchayat-wise detail is given below:
Credit Linkage and Revolving Fund
BMMU Hili has achieved amazing progress in credit linkage wherein 969 SHGs have been provided bank loan amounting to Rs. 1669.59 Lakh. A district-wise Credit Camp, with support from the District Administration, was also organized on 27th December 2016 to achieve the target.
In addition, 143 SHGs were provided Revolving Fund assistance to enhance their corpus for providing credit to meet consumption and initial production needs of the SHG members amounting Rs. 21.45 lakh.

Apart from bank credit, there is also a provision for providing loan to the SHGs from CIF. The WBSRLM provides this fund to the Sangha Samabayas, which in turn, lend the same to the SHGs at an interest of 9% per annum. As on March 2018, a total amount of Rs. 68.8 Lakh has been provided to the Sanghas as CIF.
Under WBSRLM, the Sangha Samabayas should function as Micro Finance Institutions with the twin objectives – on lending to SHGs for livelihood promotion of the members and secondly, conduct various welfare and developmental activities including social mobilization, capacity building, livelihoods facilitation, linkage building, marketing support, etc.
The major features of the Sangha Samabays formed are:
- The membership of a Samabaya is voluntary and open to all NRLM compliant SHGs.
- It is a self-governing institution.
- Capital is raised from SHGs in the form of share capital, savings mobilisation and Community Investment Fund from the Project.
- It is managed by the democratically elected SHG members.
At Hili, all the Sanghas have been registered under the West Bengal Multipurpose Cooperative Act, 2006.
- Annapurna Sangha Bahumukhi Samabay Samity Ltd.,
- Vivekananda Sangha Bahumukhi Samabay Samity Ltd.,
- Mahamilan Sangha Bahumukhi Samabay Samity Ltd.,
- Swakalyan Sangha Bahumukhi Samabay Samity Ltd., and
- Nabakalyan Sangha Bahumukhi Samabay Samity Ltd.
These Samabays collect share capital from its member SHGs and savings from individual SHG members and on lend the fund to loan to the share holding SHGs on an interest 12% per annum (diminishing).
