Jal Jeevan Mission (JJM) was launched in 2019 by the Government of India to ensure the supply of 55 litters of safe drinking water per person per day to every rural household through Functional Household Tap Connections (FHTC) by 2024. JJM strives to make water a priority for everyone. Some important components of JJM are integrated demand and supply side management of water at the local level, convergence with other Central and State Government Schemes, and ensuring source-sustainability through the creation of local infrastructure for rainwater harvesting, groundwater recharge, and management of household waste water for reuse in agriculture.

SPADE has been empanelled as an Implementation Support Agency (lSA) for Bisalgarh and Nalchar under Zone ISA-13 and Bamutia, Mohanpur and Hezamara under ISA-20 of JalJeevan Mission (JJM) Tripura vide Agreement No. 08/CE/EE/RIG/ 2022 – 23 dated 15.07.2022 of the Government of Tripura, Office of the Executive Engineer, Rig –Division, Gurkhabasti P.N. Complex, Agartala, West Tripura. As per the recommendation of the JJM, the major tasks for SPADE are:

  1. Planning & Mobilization Phase (3-4 Months)
  • Community Familiarization & GP/VC Resolution for taking up JalJeevan Mission in all villages,
  • Formation of Village Water & Sanitation Committee (VWSC) / Water User’s Committee registered under Society’s act 1860
  • Constitution/ Registration/ Sensitization/ Capacity Building of GP/VC VWSC/ Water User’s Committee, Opening of Bank Account & HRD activities
  • Preparation & Approval of Village Action Plan (VAP)
  • Monitoring, O&M & FTK Training of women groups
  1. Implementation Phase (10-12 Months)
  • Ownership of the Scheme
  • Collection of CAPEX
  • Functional Household Tap Connection (FHTC) Monitoring, O&M and Operational Expenditure (OPEX) Preparedness
  1. Post Implementation Phase (3 Months)
  • Providing FHTC to remaining HHs
  • Finalization of OPEX
  • Water Quality Monitoring & Surveillance Plan
  • Final Report on Functionality & Documentation of Success Stories
  • Closing Payment Rest of the agreed amount

Thus, Spade is altogether covering 117 villages and impacting 77533 households under this project. A team of 16 young and energetic employees is now engaged in implementing the project, the majority of whom had been recruited through campus interviews. Spade has engaged Dr. Jayanta Choudhury, Professor, Department of Rural Studies, Tripura University as an honorary advisor for this project.

Already, Spade has developed a set of IEC Materials including a Bye Law and a Rating Tool in Bengali for the Village Water and Sanitation Committees, a Leaflet for sensitizing the community on JJM, etc. and few Flexes and Posters are in the pipeline.
